     The Pacific Institute for The Study of Conflict and Aggression was established in 1994 as a 501C3 scientific and educational organization. The nonprofit Pacific Institute addresses violence-related phenomena, from criminal, family, and gang/organized crime violence to terrorism, genocide and war.  The director, Harold V. Hall, PHD, ABPP, APN, has been an attendee of National Defense University for the last 20 years, and has consulted with the U.S. Secret Service, FBI, the U.S. Army, and National Bureau of Prisons​.  As an independent group of several dozen experts, the Pacific Institute activities include:

  • Peer-reviewed book and article publications.​
  • Research in violence risk analysis and institutional violence.​
  • Screening several thousand police officer and radio dispatch applicants for 3 police departments.
  • Providing consultation and training to private and governmental agencies in the US, Poland, Ukraine, Northern Ireland, Palau, Guam, American Samoa and the Peoples Republic of China.​
  • Prognostication of key events for the US over the next two decades—the economy, war, civil unrest, and the likely transformation of America in the 2020s, based on the principles of empirically-based violence prediction.

Prediction 2

        The first and most significant probability of attack will occur during October 2012, after Prime Minister Netanyahu's speech to the UN General Assembly, but before the US General Elections.

The Pacific Institute utilizes and recommends the highly robust Delphi Method, as well as a variety of decision paths and algorithms to predict violence for individuals and organizations.

Prediction 1 

         Israel will attack Iran by 12/31/13.The US will join in the war soon afterwards. There are two time pockets of relatively high probability for the initiation of hostilities during this time period.
